Contained inside this month’s California Journal is the premier issue of a new publication, the Tax Revolt Digest, a monthly newsletter analyzing the implementation and impact of Proposition 13 and similar measures in other states.

The Digest, published by the Journal’s parent organization, the California Center for Research and Education in Government, will not be included in future issues of this magazine. The Tax Revolt Digest will hereafter be available only to paid subscribers, at the rate of $15 for 12 monthly issues plus six special reports.

Why this publication?

Tax reform is not new in the United States, but the passage of Proposition 13 in California has escalated interest in such efforts. In the year ahead, there will be dozens of efforts to change and limit taxation and spending all across the nation.

The Tax Revolt Digest is founded to meet the need for objective, insightful reporting and analysis of what has become a significant movement. The Digest is published by the California Center for Research and Education in Government, publisher of the nine-year-old, non-partisan California Journal.

The focus of the Digest is a national audience: citizens who want to understand the impact of Proposition 13 in California and assess the potential impact of similar proposals in their states; experts who need to study and report on the subject; and public officials who are being called on to respond to the revolt.

Subjects to be covered in this and future editions of the Digest include progress reports on the tax revolt in all 50 states, detailed analysis of the impact of Proposition 13 as it is implemented in California, the political repercussions of the tax revolt, court decisions on challenges to the changes, and research underway with the results of that research as they become available.
